Increases the maximum state funding for final design, right-of-way acquisition, and construction phases of fixed-guideway transit projects not approved for federal funding from 12.5 percent to 25 percent of the total cost of each phase.

Maintains the existing 50 percent cap on state funding for the nonfederal share of eligible public transit capital projects and commuter assistance projects that are local in scope.

Applies to individual fixed-guideway projects that do not receive federal funding approval.

Effective date: July 1, 2017.
