Adds definition of "skimming device" as a self-contained device designed to read and store payment card information in internal memory but incapable of processing transactions.

Creates new felony offense for knowingly possessing, selling, or delivering a skimming device, punishable as a third-degree felony, with exemptions for law enforcement and security investigators acting within official duties.

Expands existing scanning device offense to include skimming devices and updates terminology throughout statute to reference "computer chip" and "other storage mechanisms" in addition to magnetic strips.

Ranks the offense of possessing, selling, or delivering a skimming device as Level 4 on the offense severity ranking chart under section 921.0022, Florida Statutes.

Takes effect October 1, 2017.
