Requires individual education plan teams to complete assistive technology assessments within 60 school days after recommending an assessment for a student with a disability.

Adds "individualized plan for employment" to the types of plans under which assistive technology devices may be issued to individuals with disabilities.

Expands transition pathways for assistive technology devices to include transitions from school to home and community, in addition to existing transitions to employment or independent living.

Requires the Early Steps Program, Division of Blind Services, Bureau of Exceptional Education and Student Services, Office of Independent Education and Parental Choice, Division of Vocational Rehabilitation, Voluntary Prekindergarten Education Program, and Office of Early Learning to enter into interagency agreements for coordinating assistive technology device transfers.

Establishes mechanisms for young persons with disabilities and their families to request that assistive technology devices remain with them as they transition through home, school, and postschool settings.
