Expands adoption benefits eligibility to employees of charter schools and the Florida Virtual School, in addition to state agency employees.

Charter school and Florida Virtual School employees who adopt children from the child welfare system on or after July 1, 2015, qualify for lump-sum benefits of $10,000 for special needs children or $5,000 for other children.

Allows charter school and Florida Virtual School employees to retroactively apply for adoption benefits if they were employed at the time of the adoption occurring on or after July 1, 2015.

Requires charter school and Florida Virtual School employees to apply to their school director rather than an agency head to receive the monetary benefit.

Directs the Chief Financial Officer to transfer funds to charter schools and the Florida Virtual School from the Department of Children and Family Services to enable payroll disbursement of adoption benefits.
