Requires district school boards to adopt procedures and administer public information programs to inform the public about educational programs, needs, objectives, and opportunities within the district.

Authorizes district school boards to place advertisements promoting the school district or school successes on the exterior of school buses subject to board policies and specified requirements.

Prohibits school bus advertisements containing political material, false or misleading content, or images that distract from safety equipment, and limits advertisements to a maximum of two per bus at 2 feet high by 6 feet long.

Establishes requirements that advertisements must not extend beyond the bus body, cover damage, interfere with doors or safety equipment, be placed on emergency doors or rear of bus, interfere with identification, or be digital or electronic.

Requires school buses in violation of advertising requirements to be withdrawn from use until compliance is achieved, and authorizes district school boards to expend public funds for administering public information programs.
