Creates the Committee on Early Grade Success within the Department of Education to develop a proposal for a coordinated child assessment system for School Readiness Program, Voluntary Prekindergarten Education Program, and Kindergarten Readiness Assessment.

Requires the committee's proposal to include legislative recommendations on assessment purpose, tool selection attributes, implementation schedule, data collection methodology, budget analysis, and student privacy considerations.

Establishes 15-member committee composed of 3 members appointed by the Governor and 12 members jointly appointed by the President of the Senate and Speaker of the House, including representatives from school districts, early learning coalitions, educators, and subject matter experts.

Designates one of the four subject matter experts as chair and requires a vice chair from the legislative appointees; members serve without compensation but receive per diem and travel reimbursement.

Committee must meet at least three times and submit final report to the Governor and legislative leaders by December 1, 2017, with the committee expiring upon report submission.
