Deletes provision allowing public schools of choice to calculate class size compliance using school-level averages instead of individual class maximums.

Removes exemptions for charter schools, district innovation schools of technology, and Principal Autonomy Pilot Program schools to calculate class size compliance at school average; all must now comply with individual class size maximums.

Changes class size accountability calculations to use school averages when determining FTE student overages and resulting categorical allocation reductions.

Provides exemption from class size categorical allocation reductions for districts failing to meet requirements in 2017-2018 and 2018-2019 fiscal years if they submit required compliance plans by February 1.

Requires districts seeking the fiscal year 2017-2018 and 2018-2019 exemption to submit an updated compliance plan by February 1, 2019.
