Establishes comprehensive definitions for physical restraint, seclusion, time-out, mechanical restraint, and behavioral protective equipment for students with disabilities in public schools.

Prohibits school personnel from using specified physical restraint techniques including pain inducement, bone locks, joint hyperextension, peer restraint, chest compression, choking, neck holds, and techniques involving the face or mouth.

Requires physical restraint to be used only by certified personnel for safety purposes, not discipline, and restricts prone restraint and mechanical restraint to situations where imminent risk of serious bodily injury or death exists.

Mandates incident reporting within 24 hours of restraint or seclusion with specific documentation requirements, parent notification before end of school day, and provision of incident reports to parents within 3 school days.

Requires school districts to develop policies addressing allowable use, authorized personnel, training procedures, incident reporting, data collection, and plans to reduce restraint and seclusion use, with monitoring at classroom, building, district, and state levels.
