Creates the Early Childhood Music Education Incentive Pilot Program within the Department of Education for 3 school years beginning in 2017-2018 to support comprehensive music education for kindergarten through grade 2 students.

Requires participating school districts to have certified music educators providing at least 30 consecutive minutes of instruction 2 days per week to all K-2 students, complying with class size requirements and department standards.

Provides selected school districts $150 per full-time equivalent student enrolled in the comprehensive music education program, with selection based on proximity to the University of Florida and needs-based criteria.

Requires annual certification from participating districts that programs meet requirements; districts must return all pilot program funds for any fiscal year lacking certification.

Directs University of Florida's College of Education to evaluate program effectiveness through quantitative analysis of student achievement and qualitative assessment of participating students; program expires June 30, 2020.
