Revises charges that licensed facilities may impose for furnishing patient records and reports to include only labor for copying, supplies, postage, and sales tax—prohibiting charges for record review, searching, retrieval, or system maintenance costs.

Authorizes licensed facilities to charge a flat fee of up to $6.50 for all electronic copies of patient records maintained electronically, inclusive of labor, supplies, and postage, as an alternative to per-page charges.

Removes authority of boards and departments to specify the cost of patient medical records through administrative rule, standardizing fees statewide.

Expands eligibility for record requests to include the patient, patient's attorney, guardian, curator, personal representative, or designee, in addition to family members.

Updates cross-references in sections 316.1932, 316.1933, 395.4025, and 440.185 to reflect subsection redesignations caused by the additions to section 395.3025.
