Defines and authorizes operation of personal delivery devices (electrically powered, under 80 pounds, max 10 mph) on sidewalks and crosswalks, subject to local regulation and insurance requirements of at least $100,000 in liability coverage.

Exempts personal delivery devices from motor vehicle registration and insurance requirements under state law.

Vests authority to regulate unmanned aircraft systems (drones) in the state, prohibiting political subdivisions from enacting ordinances on drone design, operation, licensing, or pilot qualifications except for local nuisance, voyeurism, harassment, or property damage laws.

Prohibits knowingly operating a drone over critical infrastructure facilities (power generation, chemical plants, gas pipelines, communications towers, etc.) or allowing drones to interfere with such facilities; violations are second-degree misdemeanors (first-degree for repeat offenses), with exemptions for government entities and law enforcement.

Prohibits possessing or operating unmanned aircraft with attached weapons, firearms, explosives, or ammunition.
