Creates a 13-member task force on affordable housing assigned to the Florida Housing Finance Corporation for administrative purposes, required to convene by September 1, 2017.

Task force membership includes the FHFC executive director (chair), Department of Economic Opportunity director, five gubernatorial appointees (including homeless advocate, disability advocate, builder, and realtor), two Senate appointees, two House appointees, and leaders of the Florida Association of Counties and Florida League of Cities.

Members serve without compensation but may be reimbursed for per diem and travel expenses under state law, with costs paid by their respective agencies.

Task force must develop and submit recommendations to the Governor and Legislature by January 1, 2018, addressing market rate developments, affordable housing, land use, building codes, low-income housing tax credits, construction industries, rental markets, and low-income housing strategies.

Task force is automatically abolished on June 30, 2018, or earlier at the task force's discretion.
