Prohibits district school boards (except in counties defined under s. 125.011(1)) from awarding annual contracts to instructional personnel based on contingencies or conditions not expressly authorized in statute.

Prevents district school boards from altering or limiting their authority to award or deny annual contracts as provided in law.

Applies only to collective bargaining agreements entered into or renewed on or after the bill's effective date.

Directs the Division of Law Revision and Information to replace "the effective date of this act" with the specific date the act takes effect.

Takes effect upon becoming law.
