Expands the definition of "building code administrator" and "building code inspector" to include contracted persons, not just government employees.

Adds a new internship certification pathway requiring 4 years of full-time employment under a certified building official, passing an International Code Council exam, completing a 40-hour code training course, and obtaining a favorable recommendation from the supervising official.

Allows vocational or college degrees and work experience to reduce the internship requirement year-for-year to a minimum of 1 year.

Authorizes counties, municipalities, school boards, community colleges, state universities, and state agencies to contract for building code administrator and building official services.

Requires the Florida Building Code Administrators and Inspectors Board to establish rules for reciprocity with other states, provisional certificates during internship periods, and transfer of partial internship completion between jurisdictions.
