Expands virtual education enrollment by including virtual charter schools and district virtual programs in controlled open enrollment, removing prior eligibility restrictions for students in kindergarten through grade 12.

Provides workers' compensation coverage for clients of the Division of Blind Services and Division of Vocational Rehabilitation participating in on-the-job training by deeming them employees of the state.

Modifies high school diploma requirements for students with disabilities to offer options including work experience, internships, preapprenticeship programs, and portfolio documentation in addition to standard academic requirements.

Requires institutions seeking initial approval after July 1, 2017 to offer graduate-level teacher preparation programs at the bachelor's level in certification areas that do not require graduate degrees.

Authorizes the Commissioner of Education to approve statewide dual enrollment articulation agreements for the Florida Virtual School and expands the State Board of Education's rulemaking authority over dual enrollment programs.
