Requires contracts between state agencies and citizen support or direct-support organizations to include provisions for orderly cessation of operations and reversion of state funds within 30 days if the authorizing statute is repealed, the contract is terminated, or the organization is dissolved.

Redirects certain traffic violation penalties and temporary disabled parking permit fees from the Florida Endowment Foundation for Vocational Rehabilitation to the Grants and Donations Trust Fund of the Division of Vocational Rehabilitation within the Department of Education.

Transfers administration of the James Patrick Memorial Work Incentive Personal Attendant Services and Employment Assistance Program from the Florida Endowment Foundation for Vocational Rehabilitation to the Florida Association of Centers for Independent Living, reducing maximum administrative costs from 12 percent to 10 percent of program funds.

Requires the program oversight council to submit annual reports to the Governor, Legislature, and Commissioner of Education by February 1 each year.

Limits administrative costs of the Florida Endowment Foundation to 15 percent of total expenditures, requires separate accounting of state and private funding sources, mandates competitive solicitation for research and consulting allocations, prohibits use of state funds for donor events, and extends the foundation's repeal date from October 1, 2017 to October 1, 2019.
