Expands disability eligibility for the Gardiner Scholarship to include rare diseases affecting fewer than 200,000 U.S. individuals, anaphylaxis, deaf, visually impaired, dual sensory impaired, traumatic brain injured, and hospital or homebound students.

Prohibits students enrolled in the Florida School for the Deaf and the Blind from participating in the program.

Adds therapeutic horsemanship and music/art therapy services as eligible uses of scholarship funds, and prohibits billing insurance, Medicaid, or other agencies for services paid through the scholarship.

Closes scholarship accounts and reverts remaining funds to the state after 3 consecutive fiscal years of account inactivity or after 3 consecutive years without postsecondary enrollment following high school completion.

Makes private schools ineligible if they fail to meet program requirements or have material exceptions in consecutive years of agreed-upon procedures reports, and requires annual accounting reports for schools receiving over $250,000 in scholarship funds.
