Authorizes courts to order ignition interlock device placement as a condition of probation for DUI convictions, requiring installation on vehicles routinely operated by the convicted person.

Allows courts to withhold adjudication of guilt for first-offense misdemeanor DUI convictions if the person voluntarily installs or accepts court-ordered installation of an ignition interlock device and completes required counseling or treatment, provided they have no prior withholding of adjudication.

Defines "conviction" for purposes of DUI law to include determinations of guilt from pleas or trials regardless of whether adjudication is withheld or a nolo contendere plea is entered.

Requires courts to provide discounts on monthly interlock device leasing fees: 50 percent discount for those at or below 100 percent of federal poverty level and 25 percent discount for those at or below 149 percent of federal poverty level.

Waives installation and removal costs for interlock devices for persons qualifying for reduced leasing fees based on income documentation.
