Creates the Tampa Sulphur Springs Neighborhood of Promise (SSNOP) Success Zone in Hillsborough County and the Overtown Children and Youth Coalition in Miami-Dade County as 10-year projects managed by nonprofit corporations.

Nonprofit corporations managing these initiatives are not subject to state department control or supervision but must comply with Florida public records (Chapter 119), public meetings (Chapter 286), and procurement laws (Chapter 287).

Both initiatives are designed to encompass geographic areas large enough to include schools, places of worship, recreational facilities, and commercial areas while remaining small enough to deliver programs and services to all willing neighborhood participants.

Designates both new initiatives as Florida Children's Initiatives to create community-based service networks providing education, health care, youth development, employment opportunities, and affordable housing for children and families in their service areas.

Takes effect July 1, 2017.
