Proposes a constitutional amendment to Article IX, Section 1 requiring Florida public school teacher salaries to meet national average levels by 2019 for both new and experienced full-time teachers.

State funding, rather than school districts, shall cover all salary increases required to meet the national average benchmarks.

Salary increases are independent of employee benefits and cannot alter, jeopardize, or decrease existing employee benefits or impair collective bargaining rights.

Corrects existing constitutional language regarding class size requirements and pre-kindergarten programs by renumbering subsections and updating reference language.

Requires voter approval at a general election or specially authorized election to amend the state constitution.
