Sets deadline for local governments to adopt a private property rights element by July 2019 or at their next evaluation and appraisal update review, whichever occurs first.

Establishes that the state land planning agency shall approve private property rights elements that include specified goals, objectives, and policies addressing private property protection and economic development considerations.
