Specifies that criminal history information retained by the Criminal Justice Information Program for minors classified as serious or habitual juvenile offenders is confidential and exempt from public records requirements, subject to repeal October 2, 2022.

Deletes exceptions that previously allowed public release of criminal history information for juveniles taken into custody, charged with, or found to have committed felonies; maintains exemption only for juveniles transferred to adult court under chapter 985.

Extends the Open Government Sunset Review Act repeal date from October 2, 2021 to October 2, 2022 for the juvenile criminal history exemption.

Establishes a public necessity statement finding that keeping juvenile criminal history records confidential removes barriers to employment and rehabilitation for former juvenile offenders.

Takes effect July 1, 2017.
