Prohibits homeowners associations from imposing fines or special assessments against a parcel for 6 months after the owner's death.

Prohibits homeowners associations from imposing interest and late charges on assessments against a parcel for 1 year after the owner's death.

Requires associations that violate these prohibitions to pay reasonable attorney fees and costs to a prevailing party in any successful enforcement action.

Requires written notice of any fine or assessment that becomes due after an owner's death to be provided to the estate executor at least 5 times by certified mail with return receipt requested.

Effective July 1, 2017.
