Amends eligibility criteria for victim compensation awards to allow persons adjudicated guilty of burglary to qualify, except when convicted under s. 810.02(2)(a) or (b).

Clarifies that individuals with prior adjudications as habitual felony offenders, habitual violent offenders, or violent career criminals remain ineligible for compensation awards.

Maintains existing disqualifications for persons engaged in unlawful activity during the crime, those in custody at time of crime, and those convicted of other forcible felony offenses.

Preserves the Crime Victims' Services Office authority to approve awards despite disqualifications upon finding mitigating or special circumstances that would make disqualification unjust.

Effective July 1, 2017.
