Expands public records exemption from photographs, videos, or audio recordings depicting the killing of a law enforcement officer to include the killing of any person.

Restricts access to such recordings to surviving spouses, parents, or adult children of the deceased, plus authorized government employees and agents performing official duties.

Allows courts to authorize viewing or copying of such recordings upon a showing of good cause, considering public evaluation of government performance, privacy intrusion, and availability of similar information in other public records.

Establishes that willful violations of the exemption or court orders regarding these recordings constitute a third-degree felony.

Applies the exemption retroactively to all recordings depicting killings regardless of when the killing occurred, effective July 1, 2017.
