Creates the Trust Fund for Victims of Human Trafficking and Prevention within the Department of Legal Affairs, funded by civil actions under s. 787.063, court-imposed penalties, and legislative appropriations.

Establishes fund purposes including public education about human trafficking, prevention of minor recruitment in schools, establishment of survivors' resource centers, and advertising the National Human Trafficking Resource Center hotline and BeFree Textline.

Authorizes fund use for coordinating law enforcement and service providers, assisting in vacating convictions of trafficking victims who are minors, and bringing civil actions under s. 787.063.

Places administration of the fund under the Statewide Council on Human Trafficking created in s. 16.617.

Terminates the trust fund on July 1, 2021, unless terminated sooner, with review required before scheduled termination under s. 215.3206(1) and (2).
