Directs the Department of Highway Safety and Motor Vehicles to develop eight specialty license plates for four fraternities (Alpha Phi Alpha, Omega Psi Phi, Kappa Alpha Psi, Phi Beta Sigma) and four sororities (Zeta Phi Beta, Delta Sigma Theta, Alpha Kappa Alpha, Sigma Gamma Rho).

Establishes an annual use fee of $25 for each specialty license plate.

Requires annual fee distribution: 10% to the respective fraternity or sorority foundation for marketing, 85% to the respective foundation for community awareness and educational/economic/cultural service activities within Florida, and 5% to the United Negro College Fund for scholarships for Florida residents attending historically black colleges and universities.

Each plate must display "Florida" at the top and the name of the fraternity or sorority at the bottom, with colors and design approved by the department.

Takes effect October 1, 2017.
