Requires the Department of Health to develop and annually update an electronic form listing public and private agencies providing assistance to pregnant women, including adoption services, with geographic indexing and contact information.

Mandates that the Department of Health create educational materials describing fetal anatomical and physiological characteristics at 2-week gestational intervals and develop public service announcements stating that elective abortion termination "kills a living human being."

Requires all obstetrical, birth control, and abortion referral facilities to display conspicuous signs urging pregnant women to contact agencies that can help them carry pregnancies to term or arrange adoption.

Directs the Department of Education, in collaboration with the Department of Health, to establish an instructional program for public school students on the humanity of the unborn child, including fetal development information and prenatal care resources, while prohibiting referrals to abortion providers and limiting human sexuality education content.

Requires the Department of Health to submit an annual report to the Governor and Legislature by December 1 each year regarding implementation of these provisions, effective July 1, 2017.
