Requires owners and operators of facilities to notify the Department of Environmental Protection within 24 hours of discovering a reportable pollution release (unauthorized release of substances to air, land, or water) that must be reported to the State Watch Office under department rules, permits, orders, or variances.

Directs the department to publish all pollution release notices on a publicly accessible website within 24 hours of receipt and establish electronic mailing lists allowing the public, local governments, health departments, and media to subscribe to regional notifications by geographic area.

Specifies that providing pollution release notification does not constitute an admission of liability or harm, and failure to provide required notice subjects violators to civil penalties under section 403.121.

Creates the State Watch Office within the Division of Emergency Management as a clearinghouse to record, analyze, and share emergency information with federal, state, and county entities, clarifying it is not a dispatch center.

Increases the annual limit for advanced cleanup work contracts from $25 million to $30 million, with $5 million designated for individual sites scheduled for redevelopment that are not subject to application period restrictions or cost-sharing requirements, and allows first-come, first-served processing of such applications.
