Directs the Department of Highway Safety and Motor Vehicles to develop an American Eagle license plate with an annual use fee of $25, with fees distributed to the American Eagle Foundation for bald eagle conservation and education programs in Florida.

Adds Bronze Star medal recipients as eligible for a special military license plate stamped with "Bronze Star" and an image of the medal.

Requires the Ex-POW license plate to display the likeness of the Prisoner of War Medal in addition to the "Ex-POW" designation.

Restructures military and veteran license plate eligibility requirements into a numbered list format covering 10 categories, including veterans, WWII veterans, Purple Heart recipients, National Guard members, and reserve servicemembers.

Takes effect October 1, 2017.
