Excludes utility work on established rights-of-way or corridors from the definition of "development" in local government development agreements and environmental permitting statutes when inspecting, repairing, renewing, or constructing utility infrastructure.

Adds electricity to the list of utilities (gas and water) whose infrastructure work on established rights-of-way is exempt from development regulations.

Excludes creation or termination of distribution and transmission corridors from the definition of "development."

Requires consideration of variance standards under s. 403.201 when certifying electrical power plants and transmission line corridors.

Clarifies that the Public Service Commission has exclusive jurisdiction under chapter 366 to require transmission lines to be located underground, separate from environmental certification authority.
