Creates the Florida Community Task Force on Student Behavior and Discipline within the Department of Education to provide advice on best practices for student behavior and discipline master plans.

Task force consists of 24 members including the Commissioner of Education, representatives from school administrators, superintendents, teachers, parents of children with disabilities, school boards, juvenile courts, and civil rights organizations.

Task force duties include reviewing suspension and expulsion data from 2010-2015, analyzing school disciplinary policies, identifying effective teacher training elements, and recommending best practices for student behavior management and engagement.

Task force must meet at least three times annually with first meeting by September 1, 2017, and must submit annual written reports to legislative committee chairs and the State Board of Education.

Task force expires July 1, 2020, with the act taking effect July 1, 2017.
