Revises K-12 history instruction requirements to focus on the history of the continent of Africa rather than solely African American history, including African peoples before slavery.

Requires curriculum to cover the passage of enslaved persons to America, the enslavement experience, abolition, and the contributions of African Americans to American and global societies.

Expands character-development program curriculum requirements in grades K-12 to include instruction on the history of Africa and contributions of African Americans as specified in the history standards.

Effective date is July 1, 2017.
