Authorizes persons to engage autonomous technology to operate autonomous vehicles in autonomous mode on Florida roads without requiring a valid driver license.

Deems autonomous technology (not the human) as the operator of an autonomous vehicle for purposes of traffic and motor vehicle law compliance, even when no human is physically present.

Exempts autonomous vehicles from Chapter 322 licensing requirements when operating in autonomous mode without a human operator physically present.

Exempts autonomous vehicles from certain crash reporting laws (sections 316.062, 316.063, 316.065) if the vehicle owner or vehicle promptly contacts law enforcement or the vehicle has capability to alert law enforcement automatically.

Requires autonomous vehicles to have systems that alert any human physically present of technology failures and either require the human to take control or enable the vehicle to stop safely if the human cannot respond.
