Establishes new sentencing framework for offenses committed on or after October 1, 2017, defining "lowest permissible sentence" based on Criminal Punishment Code points (44 points or less for non-prison sanctions; calculation formula for prison sentences exceeding 44 points).

Authorizes "upward departure sentences" (exceeding the standard range by more than 25 percent) only when accompanied by written judicial findings citing specific aggravating circumstances from a detailed statutory list, with preponderance of evidence standard.

Expands appellate review rights for both defendants and the state to challenge sentences imposed outside the range authorized by the sentencing guidelines, effective for offenses committed on or after October 1, 2017.

Creates county jail sentencing option allowing courts to sentence offenders with 44-60 total sentence points to up to 24 months in county jail if the primary offense is not a forcible felony and a contract exists between the county and Department of Corrections.

Establishes funding mechanism for county jail contracts through specific appropriations capped at $60 per inmate per diem, with per diem rates validated by the Auditor General before payment.
