Creates section 316.128 of Florida Statutes to prohibit obstructing or interfering with vehicular traffic during protests or demonstrations that lack a public assembly permit or special event permit from the county or municipality.

Establishes violation as a misdemeanor of the second degree, punishable under sections 775.082 or 775.083.

Provides civil immunity for motor vehicle operators who unintentionally cause injury or death to persons obstructing traffic in violation of this statute.

Places burden of proof on the person accused of violating the obstruction prohibition to prove either they did not violate the law or that any injury or death was unintentional.
