Requires the Department of Health, upon advice of the Genetics and Newborn Screening Advisory Council, to expand statewide newborn screening to include any condition on the federal Recommended Uniform Screening Panel.

Mandates the Council determine within 1 year whether a condition added to the federal panel should be included in Florida's screening program.

Requires the department to submit a legislative budget request to fund additional testing after the Council recommends a condition be included.

Sets an 18-month timeline for the department to expand screening for recommended conditions if an FDA-approved or compatible alternative test is available; implementation occurs as soon as a test becomes available if not ready within 18 months.

Effective July 1, 2017.
