Creates Section 381.96 of Florida Statutes requiring the Department of Health to contract with the Florida Pregnancy Care Network, Inc., a not-for-profit statewide alliance, to provide pregnancy support and wellness services to eligible clients.

Defines eligible clients as pregnant women or women who suspect pregnancy and their families who voluntarily seek services, with eligibility continuing for up to 12 months after childbirth.

Requires the contractor to spend at least 90 percent of contract funds on direct client services and to annually monitor subcontractors for compliance with contractual terms.

Mandates that subcontractors exclusively promote and support childbirth, provide services in a noncoercive manner without religious content, and provide current and accurate informational materials with cited medical sources.

Requires background screenings under Florida Statute 943.0542 for all paid staff and volunteers providing direct services to minors, elderly persons, or individuals with disabilities.
