Removes transfers between political committees and electioneering communications organizations from the definition of "contribution" in campaign finance law.

Changes campaign finance reporting from monthly to quarterly schedules, with quarterly reports due 10 days after the end of each calendar quarter.

Modifies pre-election reporting requirements to specific dates (32nd, 25th, 18th, 11th, and 4th days before primary election; 46th, 32nd, 25th, 18th, 11th, and 4th days before general election).

Removes reporting requirement for transfers of funds between political committees and electioneering communications organizations from disclosure schedules.

Creates new section 106.38 prohibiting political committees and electioneering communications organizations from transferring funds to other political committees, electioneering communications organizations, political parties, or affiliated party committees.

Establishes October 10, 2017 as the due date for final September 2017 monthly reports as a transitional provision.

Takes effect October 1, 2017.
