Authorizes district school boards to contract with direct-support organizations for personal services or operations, in addition to permitting use of property and facilities.

Changes requirement for non-discrimination in employment from "shall not permit" to "may not permit" use of district property or services by organizations that fail to provide equal employment opportunities.

Establishes tiered audit requirements based on expenditure levels: organizations with $100,000-$249,999 in expenditures must provide annual financial reviews or audits, while those with $250,000 or more must provide annual audits.

Allows district school boards to contract with vendors to conduct annual reviews or audits of direct-support organizations, rather than requiring use of independent certified public accountants.

Takes effect July 1, 2017.
