Creates Yellow Alert system for hit-and-run incidents resulting in death or serious bodily injury, activated by law enforcement agencies through the Florida Highway Patrol using dynamic message signs on state highways.

Requires that Yellow Alert requests include suspect or vehicle information (complete/partial license plate, vehicle description, or suspect identity) and meet standards regarding suspect location on highway system and likelihood of apprehension.

Creates Lockdown Alert system allowing local law enforcement to notify public and private schools and child care facilities of imminent threats through the Emergency Alert System when a suspect has fled a violent crime scene.

Establishes Imminent Threat Alert system requiring the Department of Law Enforcement to disseminate public alerts through the Emergency Alert System and dynamic message signs when local law enforcement confirms an imminent threat exists from a fleeing violent crime suspect.

Requires local law enforcement agencies to maintain lists of schools and child care facilities within their jurisdictions for alert purposes, with private schools and facilities able to opt out upon request.
