Changes Department of Corrections authorization from discretionary ("may") to mandatory ("must") to adopt rules allowing work release for inmates incarcerated for nonviolent offenses who are considered low-risk offenders.

Permits eligible low-risk nonviolent inmates to work at paid employment, participate in education or training programs, or volunteer with public or nonprofit agencies unaccompanied by custodial agents for prescribed times while remaining institutional inmates.

Allows inmates to travel to and from work, education, or service only by walking, bicycling, public transportation, or rides from family members or employers, with state transportation available if other means are unavailable.

Requires inmates working at paid employment to use a portion of earnings toward restitution to crime victims unless the department documents clear and compelling reasons not to order restitution.

Becomes effective July 1, 2017.
