Creates exemption from public records requirements for campus emergency response plans held by public postsecondary institutions and specified custodial agencies, including law enforcement, emergency management, and the Board of Governors.

Exempts from disclosure threat assessments, evacuation plans, security systems, vulnerability analyses, emergency equipment information, staffing details, and student/faculty identification methods related to campus emergencies.

Allows disclosure of exempt information only to other governmental entities that need it to perform duties or upon court order showing good cause.

Exempts portions of public meetings from open meetings requirements if they would reveal campus emergency response plan information.

Automatically repeals on October 2, 2022, unless the Legislature reenacts the exemption; effective July 1, 2017.
