Establishes an annual use fee of $25 for the new Orlando United specialty license plate in Florida.

Requires the Department of Highway Safety and Motor Vehicles to develop the Orlando United license plate bearing "Florida" at the top and "Orlando United" at the bottom.

Distributes annual use fees as follows: 7% to Mental Health Association of Central Florida for marketing; 31% each to Mental Health Association of Central Florida, Hispanic Federation Inc., and Two Spirit Health Services Inc. for counseling services.

Designates the counseling services funded through fee distribution to assist persons affected by the June 12, 2016 shooting at the Pulse nightclub in Orlando, with up to 5% of each organization's allocation allowed for administrative expenses.

Takes effect October 1, 2017.
