Creates the Emergency Medical Air Transportation Act, establishing an Emergency Medical Air Transportation Act Account within the Emergency Medical Services Trust Fund to augment Medicaid reimbursement payments to emergency medical air transportation providers.

Directs the Division of Emergency Preparedness and Community Support director to meet with providers by September 1, 2017 to develop a methodology for distributing reimbursement payments and to seek necessary Medicaid state plan amendments and federal waivers.

Authorizes the department to increase Florida Medicaid reimbursement rates to providers up to their customary fees, contingent on sufficient account funds and no use of general revenue to offset costs.

Imposes an additional $1 penalty on all moving violations under chapter 316 (excluding certain penalties), with collected funds transferred quarterly by municipalities and counties to the Emergency Medical Air Transportation Act Account.

Takes effect July 1, 2017.
