Deletes the July 1, 2007 deadline and "potential" language from s. 1003.576, leaving intact the requirement that the Department of Education maintain an operating electronic individual education plan (IEP) system for statewide use.

Adds the Chancellor of Career and Adult Education as a member of the Higher Education Coordinating Council under s. 1004.015.

Changes the deadline for the Board of Governors to submit annual state university accountability reports from December 31 to March 15 of each year under s. 1008.46.

Takes effect July 1, 2017.
