Department of Highway Safety and Motor Vehicles must establish an online verification system for motor vehicle insurance, operational by July 1, 2019, accessible 24 hours a day to authorized personnel including law enforcement, courts, and insurers.

Verification system shall allow searches by vehicle identification number, policy number, registered owner's name, or other identifying characteristics and must include security provisions and records of all information requests.

Law enforcement officers may access the system during traffic stops or accident investigations to verify current validity of insurance policies shown on identification cards.

Insurers must cooperate with the department to establish and maintain the system and provide access to motor vehicle insurance policy status information.

Upon system implementation, online verification shall replace previous registration verification procedures, with the online system as the primary method unless it is unavailable or required information is not accessible.
