Prohibits persons under 16 years of age from operating vessels with motors of 10 horsepower or greater, or sailboats/rigged vessels with hulls of 10 feet or more in salt water, with limited exceptions.

Allows minors under 16 to operate specified vessels only when under physical supervision of a person 21 years or older who is not under the influence, or while participating in school-sanctioned activities.

Makes it a second-degree misdemeanor for parents or guardians to knowingly permit their children or wards to violate the minor operation prohibition.

Makes it a second-degree misdemeanor for supervisors who are under the influence while supervising a minor operating a specified vessel in salt water.

Takes effect October 1, 2017.
