Defines "pet" as a domesticated dog or cat normally maintained in or near the household of its owner.

Allows pet owners to recover compensatory damages for injury or death of their pet, including reasonable and necessary veterinary care costs and fair market value of the pet.

Permits recovery of up to $5,000 in noneconomic damages for loss of companionship, love, and affection when injury or death is caused by gross negligence of the defendant.

Exempts licensed veterinarians, nonprofit entities, governmental agencies, and their employees acting on behalf of public health or animal welfare from liability under this section.

Exempts the killing of dogs engaged in killing or worrying livestock from coverage under this section.
