Extends the period active duty Armed Forces members can remain in good standing with professional boards from 6 months to 2 years after discharge without paying fees or renewing licenses.

Requires professional boards to keep spouses and surviving spouses of active duty members in good standing and exempt them from renewal requirements while absent from the state due to military duties.

Changes temporary licenses for military spouses to permanent professional licenses that are renewable upon meeting standard continuing education and renewal requirements for the profession.

Waives initial licensure application fees for active duty members, military spouses, surviving spouses, and low-income individuals (defined as household income at or below 130 percent of federal poverty guidelines).

Requires the Department of Business and Professional Regulation to process fee waiver applications within 30 days and appropriates $31,000 for technology infrastructure to implement these provisions effective July 1, 2017.
